The EuroSouvenir program, launched in 2015 by the European Banknote Memory Association, produces these zero-denomination notes as licensed collectibles rather than currency — they carry no legal tender status but are printed to official banknote specifications by security printers, Oberthur Fiduciaire among them. Portugal has been one of the more productive issuing territories in the program, with new designs released through tourist sites, museums, and cultural institutions on a near-continuous basis since the country joined.

Oberthur's involvement guarantees genuine security paper and intaglio printing — the same production standards applied to circulating notes.
