Euro Souvenir's zero-denomination collector notes occupy a peculiar legal space: they are produced by licensed security printers using genuine banknote paper and intaglio techniques, yet carry no monetary value by design. Oberthur Fiduciaire — one of the same contractors responsible for printing circulating euro notes for several member states — produces these under an arrangement that technically requires ECB-style compliance with anti-counterfeiting specifications, precisely because the production methods are otherwise identical to real currency.
