Euro Souvenir's zero-denomination collector notes occupy a peculiar legal space: they are produced by licensed security printers using genuine banknote paper and intaglio techniques, yet carry no monetary value by design. Oberthur Fiduciaire — one of the same contractors responsible for printing circulating euro notes for several member states — produces these under an arrangement that technically requires ECB-style compliance with anti-counterfeiting specifications, precisely because the production methods are otherwise identical to real currency.
The Easter theme places this among the seasonal souvenir issues that have multiplied rapidly since the format launched around 2015, now numbering in the hundreds of varieties.
