Oberthur Fiduciaire — one of the few security printers with an ECB licence for this programme — produces them to genuine banknote specification, which is precisely the point. The paper, the feel, and the security features are close enough to circulating euros that they satisfy the collector's instinct without creating counterfeiting exposure.
