EuroSouvenir's zero-denomination series occupies an odd but officially sanctioned niche: the European Central Bank authorised the format in 2015, permitting licensed printers to produce collectible notes that mimic euro aesthetics without constituting legal tender. Oberthur Fiduciaire — one of the few security printers with an ECB licence for this programme — produces them to genuine banknote specification, which is precisely the point. The paper, the feel, and the security features are close enough to circulating euros that they satisfy the collector's instinct without creating counterfeiting exposure.
Niagara Falls sits outside the eurozone entirely, which makes its appearance here a straightforward exercise in tourist commerce rather than any geographic or political logic.
