Nausicaá in Boulogne-sur-Mer is Europe's largest aquarium, which explains why it was among the early adopters of the EuroSouvenir program when it launched in 2016. These zero-denomination notes are legal-look collectibles produced under license from the European Central Bank — they carry all the security features of genuine euro banknotes, including the Oberthur printing, because the ECB requires it. The program was explicitly designed to prevent confusion with real currency, hence the bold "0 Euro" denomination.
Oberthur Fiduciaire has printed official euro notes for multiple eurozone countries, so the production quality here is identical to circulating currency.
