Euro Souvenir notes are a licensed collector series issued under European Central Bank authorization — they carry legal denomination but are explicitly excluded from circulation and accepted by no retailer. Nausicaá, located in Boulogne-sur-Mer, is Europe's largest public aquarium by visitor capacity and has been issuing these souvenirs since the program's early years. Oberthur Fiduciaire prints the entire Euro Souvenir catalog at its facility in Chantepie, near Rennes, applying the same security substrate and features used on genuine euro currency — a deliberate requirement of the ECB licensing agreement that prevents counterfeiting concerns from arising through the series.
