The "0 euro" souvenir note program, administered by EuroSouvenir and printed by Oberthur Fiduciaire, occupies a curious legal niche: these notes are officially authorized by the European Central Bank to bear euro design conventions, yet carry no monetary value and are exempt from counterfeiting law.
