The "0 euro" souvenir note program, administered by EuroSouvenir and printed by Oberthur Fiduciaire, occupies a curious legal niche: these notes are officially authorized by the European Central Bank to bear euro design conventions, yet carry no monetary value and are exempt from counterfeiting law. Oberthur produces them to genuine banknote specification — security paper, holograms, intaglio — which is precisely the point.
