The zero euro souvenir note program was launched in 2015 by a French entrepreneur, Richard Faille, under the commercial brand EuroSouvenir, with Oberthur Fiduciaire producing the notes to genuine banknote specification — the same security paper, intaglio printing, and UV features used on circulating euro currency. The legal framework is straightforward: EU regulations permit the printing of zero-denomination notes because they carry no monetary value and therefore cannot constitute counterfeiting of any kind.
Castelo de São Jorge in Lisbon is among the higher-volume subjects in the Iberian range, given the site's tourist throughput. Notes sold at the castle itself typically carry a point-of-sale premium well above the base retail price of around €2–3.
