The zero euro souvenir note program was launched in 2015 by a French entrepreneur, Richard Faille, under the commercial brand EuroSouvenir, with Oberthur Fiduciaire producing the notes to genuine banknote specification — the same security paper, intaglio printing, and UV features used on circulating euro currency.
