The zero-euro souvenir note program, launched by the UEBP in 2015, occupies a genuine legal grey area: the notes are printed to European Central Bank specifications by licensed security printers, making them technically indistinguishable in construction from circulating currency, yet they carry no monetary value and no issuing central bank. Oberthur Fiduciaire in Rennes — one of the few firms authorized to produce euro-specification paper currency — handles the print run, which gives these souvenirs the same substrate, intaglio feel, and UV-reactive security features as genuine banknotes.
The Chaîne des Puys was inscribed as a UNESCO World Heritage Site in 2018, one year after this note's issue date — making it a minor collector footnote that the regional tourism push preceded the official inscription.
