The 0 Euro souvenir note program is administered by the UEFC, which licenses designs to tourist attractions and then contracts production to security printers — in this case Oberthur Fiduciaire, one of the few remaining French firms with the capability to replicate genuine euro security features. La Cité de l'Espace is a space-themed science park in Toulouse, a city whose connection to European aerospace through Airbus and CNES gives the subject matter more grounding than most souvenir note themes manage.
These notes carry no legal tender status anywhere and never did — the zero denomination is a deliberate legal fiction to sidestep currency law while preserving the format.
