The zero euro souvenir series, formally authorized by the ECB in 2015, occupies an odd legal space: genuine currency denomination, zero monetary value, no obligation to accept. Oberthur Fiduciaire prints them to full security-note specification — genuine cotton-linen substrate, UV-reactive inks, embedded security thread — which is precisely why they attract collectors who wouldn't otherwise touch modern issues. The R. Faille signature belongs to Richard Faille, commercial director of Euro Banknote Memory, the French company that holds the ECB licensing arrangement and commissions the tourist-site editions.
