Legal tender in the technical sense — backed by the Banque de France guarantee — but never intended to leave a drawer. The program exploits a genuine EU provision allowing member states to issue euro-denominated collector notes with a face value of zero, sidestepping counterfeiting law while maintaining the visual language of circulating currency.
