Honfleur's 0 euro souvenir note is part of the wider EuroSouvenir program launched in 2015, through which Oberthur Fiduciaire has produced hundreds of collector pieces for tourist sites, municipalities, and cultural institutions across Europe. Legal tender in the technical sense — backed by the Banque de France guarantee — but never intended to leave a drawer. The program exploits a genuine EU provision allowing member states to issue euro-denominated collector notes with a face value of zero, sidestepping counterfeiting law while maintaining the visual language of circulating currency.
