The "zéro euro" souvenir note program, administered by the European Souvenir Banknote Association (UEMW), operates under authorization from the European Central Bank, which permits these notes to carry the euro design framework provided they bear a face value of zero — making them legally uncirculated by definition, not by accident. Oberthur Fiduciaire prints them to full security-note specification, including embedded security thread and UV-reactive ink, which is a deliberate choice to prevent counterfeiting of a note worth nothing.

Gouézec is a small commune in Finistère, Brittany. "Karreg an tan" means "the fire rock" in Breton — a reference to local geology, specifically the flint-bearing formations in the area.
