The Universal Note European Association — operating under the French acronym UENA — launched the 0 Euro souvenir series around 2015 in collaboration with Oberthur Fiduciaire, exploiting a genuine legal grey area: these notes are technically legal tender at face value but were designed from the outset to never circulate.
