The Universal Note European Association — operating under the French acronym UENA — launched the 0 Euro souvenir series around 2015 in collaboration with Oberthur Fiduciaire, exploiting a genuine legal grey area: these notes are technically legal tender at face value but were designed from the outset to never circulate. This particular issue commemorates the Paris Universal Exposition of 1900, one of the largest world's fairs ever staged, which drew over 50 million visitors and introduced the Eiffel Tower's permanent electric illumination to the public.
