The 0 Euro souvenir note program, administered through licensed distributors like Banknoty Pamiatkowe in Poland, uses genuine Oberthur Fiduciaire cotton paper stock and authentic security watermarks — the same production standards applied to circulating currency. Sophie Beaujard, a principal engraver at the Banque de France, has contributed designs across the souvenir series. These notes carry no legal tender status anywhere, but the ECB-sanctioned program requires that they be indistinguishable in substrate and feel from real euro banknotes, which is precisely the point.
