EuroSouvenir notes are a private novelty series begun around 2015, sold at tourist sites across Europe with no legal tender status anywhere. Oberthur Fiduciaire prints them to genuine banknote specification — same security paper, same intaglio feel — which regularly confuses border officials and retail cashiers despite the zero-denomination face value. The Žilina issue is one of hundreds in the catalog, produced on demand for local museums, cultural sites, and tourist offices willing to pay the licensing and print fees.
Žilina is a northern Slovak city with a well-documented medieval core; nothing about its history makes this particular issue especially notable over any other municipality in the series.
