The souvenir zero euro note program, administered through licensed retailers at heritage sites across France, has no legal tender status but is printed to full ECB security specifications by Oberthur Fiduciaire — the same contractor responsible for genuine euro banknotes. The Carnac alignments issue was produced for on-site sale at one of the most visited prehistoric monuments in Europe, a field of roughly 3,000 standing stones whose arrangement and purpose remain genuinely contested among archaeologists.

Oberthur's involvement gives these notes their odd credibility: watermarks, security thread, intaglio printing — the works, for something worth exactly nothing at any bank.
