The "zero euro" souvenir note program, administered through a European licensing arrangement and printed by Oberthur Fiduciaire, has no legal tender status anywhere — it exists purely as a collectible. This particular issue marks the 30th anniversary of Czechoslovakia's Velvet Revolution of November 1989, the largely non-violent popular uprising that ended Communist Party rule within weeks. Oberthur produces these on genuine banknote paper with real security features, which is precisely why they attract collectors who would otherwise ignore commemorative ephemera.
The hologram strip is the same class of security element used on circulating currency, an odd detail for something that will never see a cash register.
