Euro Souvenir notes are issued under the UENA (Union Européenne des Notes et des Articles de collection) licensing framework, which authorizes commemorative zero-denomination pieces using genuine banknote paper and security printing. Oberthur Fiduciaire produces them to the same technical standards as circulating currency — the same substrate, similar intaglio work — which is precisely the point. They are collectibles engineered to feel like money without being money.
The Lunar New Year series sells heavily through tourist venues and philatelic outlets across France and neighboring markets. The Snake occupies the sixth position in the twelve-year cycle, last falling in 2013.
