Euro Souvenir notes are issued under the UENA (Union Européenne des Notes et des Articles de collection) licensing framework, which authorizes commemorative zero-denomination pieces using genuine banknote paper and security printing. Oberthur Fiduciaire produces them to the same technical standards as circulating currency — the same substrate, similar intaglio work — which is precisely the point. They are collectibles engineered to feel like money without being money.
