Reverse description The reverse repeats the central vignette of a seated winged angel with two attendant children in blue letterpress on a diamond-pattern guilloche underprint, but omits the serial number panel present on the obverse. The upper left bears the Romanian state coat of arms alongside the inscriptions ROMÂNIA and PREȘEDINȚIA CONSILIULUI DE MINIȘTRI, with the denomination 20 LEI enclosed in a laurel wreath at lower right and ZIUA CUMPĂTĂRII at upper right. A rectangular panel along the base carries the legend CONSILIUL DE PATRONAJ AL OPERELOR SOCIALE.

This is not a state banknote but a social welfare coupon issued by the Consiliul de Patronaj al Operelor Sociale — the Social Works Patronage Council, an organization established under royal patronage in wartime Romania to coordinate charitable and welfare activities. The "Ziua Cumpătării," or Day of Temperance, was an annual fundraising event during which citizens were encouraged to forego alcohol and contribute the equivalent sum to social causes. These 20 Lei coupons were distributed as part of that campaign.

They circulated outside the banking system entirely and carry no National Bank authority. Whether they functioned as redeemable vouchers or purely as donation receipts varies by issue year and remains incompletely documented.
