Toqta's accession as Khan in 1291 came only after defeating his great-uncle Nogai, whose faction had effectively controlled the western Horde for decades. The Qrim mint's activity under Toqta reflects the reassertion of centralized Jochid authority — coins from this mint in this reign are direct artifacts of that political consolidation, not administrative routine.
Sagdeeva #162 places this type within a tight chronological window tied to Toqta's early coinage reforms.
