Angola's copper coinage of the 1690s was struck at Porto rather than Lisbon precisely because the Crown wanted to flood the Luanda market with low-denomination money without drawing down metropolitan mint capacity. The colony was absorbing enormous quantities of copper currency to facilitate the slave trade's internal credit networks, and demand consistently outpaced supply from any single source.
The Porto mint's involvement in colonial coinage was intermittent and administratively contentious — Lisbon jealously guarded its monopoly on overseas issues and periodically challenged Porto's authority to strike for Angola at all.
