The Sekretarijat za unutrašnje poslove grada Zagreba — the Secretariat for Internal Affairs of the City of Zagreb — was the municipal administrative body responsible for public order and social welfare functions under Yugoslavia's system of communal self-management. Warm meal coupons of this type were issued as part of organized social assistance programs, typically distributed to indigent individuals, detainees, or displaced persons processed through internal affairs offices rather than through the regular retail economy.
These coupons were never intended to survive. Redeemed daily, handled roughly, and discarded.
