The Reichsseifenkarte was part of Germany's wartime rationing apparatus, administered at the regional level through Landeswirtschaftsämter — provincial economic offices — rather than centrally distributed. By 1944, soap allocation in the Greater German Reich had been restricted for years; the civilian ration had been progressively cut since 1939 as fats were diverted to explosives production and military soap supplies. The LWA Wien's local printing and distribution of these coupons reflects how strained the central supply chain had become by the war's final phase.
