In 1992, the collapse of the Soviet distribution system left regional administrations across Russia scrambling to prevent consumer goods from leaving their territories. Nizhny Novgorod — formerly Gorky, renamed in 1990 — issued commodity vouchers denominated in rubles to restrict purchasing power to local residents, a practice that spread across dozens of oblasts that year as Moscow's grip on supply chains dissolved entirely.
These regional instruments were not legal tender in any federal sense. They functioned as rationing coupons dressed up in monetary clothing, redeemable only within the issuing oblast and typically tied to specific goods categories.
