The Agro-Industrial Committee of the Krasnodar Region issued commodity vouchers like this one during the early 1990s, when the collapse of the Soviet distribution system left regional agricultural enterprises unable to pay workers in cash. These were not banknotes in any legal sense — they functioned as internal scrip, redeemable against goods at enterprise stores rather than at any state savings bank. Krasnodar, as one of Russia's primary grain and sunflower oil producing regions, had both the agricultural output to back such schemes and the institutional infrastructure to run them independently of Moscow.
