Заем выпущен на основании пост. Президиума Казанск. Горсовета и Татпрофсовета от 29 апреля 1934 г 2. Заем разделен на 200000 облигаций в 10 сериях. Стоимость отдельной облигации 2 трудо-дня. 3. Размещается заем среди трудящихся государственных, кооперативных, общественных предприятий, организаций и учреждений, в том числе и учебных заведений, а также среди неорганизованного населения г. Казани. 4. Размещают заем профорганизации и жакты в добровольном порядке. 5. Выпущен заем на срок с 1 июня по 1 ноября 1934 года. 6. Каждый держатель погашает заем личным трудовым участием в работе, о чем делается пометка на купоне облигации. Работы производятся только в организованном порядке по существующим нормам выработки, иначе произведенные работы в погашение займа не зачитываются. Купон от облигации не отрывается. 7. Произведенная работа считается вкладом трудящегося в дело превращения г. Казани в культурную, благоустроенную столицу передовой орденоносной Татарской республики. 8. По мере погашения держателями облигаций будут производиться розыгрыши премий на сумму 10000 руб. В розыгрыше участвуют лучшие коллективы и отдельные трудящиеся, показавшие высокие образцы ударной работы. 9. Выигравшие облигации могут быть предъявлены к оплате до 1/1-35 года. (Translation: CONDITIONS OF THE LOAN for cleanliness and beautification of the city of Kazan in 1934. 1. The loan was issued on the basis of the resolution of the Presidium of the Kazan City Soviet and Tatprofsovet of 29 April 1934. 2. The loan is divided into 200,000 bonds in 10 series. The value of an individual bond is 2 labor days. 3. The loan is placed among workers of state, cooperative, public enterprises, organizations and institutions, including educational establishments, as well as among the unorganized population of Kazan. 4. The loan is distributed by trade union organizations and housing cooperatives on a voluntary basis. 5. The loan is issued for the period from 1 June to 1 November 1934. 6. Each bondholder redeems the loan by personal labor participation in work, which is noted on the bond coupon. Work is carried out only in an organized manner according to existing output norms; otherwise work performed toward loan redemption is not credited. The coupon is not detached from the bond. 7. Work performed is considered a contribution of the worker toward transforming Kazan into a cultured, well-appointed capital of the vanguard orderly Tatar Republic. 8. As bondholders redeem their bonds, prize draws of 10,000 rubles will be held. The best collectives and individual workers showing high examples of shock work will participate. 9. In the early 1930s, Soviet municipal authorities frequently resorted to compulsory bond schemes to finance local infrastructure without drawing on central budget allocations. This Kazan voucher, issued jointly by the city soviet and the regional trade union council, denominated not in rubles but in labor days, reflects a moment when local Soviet finance was still experimenting with quasi-commodity units of account alongside conventional currency.
The joint issuance by Gorsovet and Tatprofsovet was deliberate — trade union co-sponsorship gave the loan a veneer of worker participation in what was, in practice, a directed deduction from wages. Kazan's position as capital of the Tatar ASSR meant such instruments occasionally carried dual-language text in Russian and Tatar, a detail worth checking on any example.
