China's urban rationing system had been winding down nationally through the late 1980s, but Chengdu — like many inland cities — maintained local food coupon schemes well into the early 1990s, long after coastal cities had largely abandoned them. These coupons were issued by municipal government rather than through the national grain bureau network, giving them a distinctly local administrative character and making them non-transferable outside Chengdu's jurisdiction.

Uncut sheets surviving from this period are uncommon. Individual coupons were typically distributed through work units and redeemed quickly; full sheets rarely left the printing facility intact.
