Kleitor was a minor Arkadian polis tucked into the highlands northwest of Stymphalos, politically overshadowed for much of the classical period by Mantineia and Megalopolis. This small silver issue belongs to the period following Kleitor's incorporation into the Arkadian League and reflects the brief window in which smaller member communities retained the right to strike their own fractional coinage — a privilege that effectively ended as Macedonian influence consolidated monetary authority across the Peloponnesos during the mid-third century.
