Epiphaneia in Cilicia was a Seleucid foundation, its very name — "the Illustrious" — a piece of dynastic flattery that outlasted the dynasty itself by centuries. Under Roman provincial administration, cities like Epiphaneia retained the right to strike low-denomination bronze for local circulation, a privilege jealously maintained as a marker of civic identity long after any practical monetary autonomy had evaporated. Nerva's reign lasted barely sixteen months, making provincials struck in his name inherently scarce simply by the arithmetic of the calendar.
