Romoald II ruled Benevento during a period when the duchy operated as a nominally Byzantine-aligned Lombard principality, issuing coinage in the name of emperors who had little practical authority over southern Italy. Striking in the name of Justinian II — who was deposed, mutilated, and exiled in 695, then restored in 705 — places this tremissis within a narrow political window where acknowledging Constantinople remained diplomatically useful without implying actual subordination.

The electrum composition signals monetary pragmatism: Beneventan mints routinely debased their gold issues, and this piece falls well below the fineness of contemporary Byzantine tremisses.
