Tovarishchestvo Uralsky Rynok — "Ural Market Partnership" — was one of the cooperative trading enterprises that proliferated in the final years of the Soviet Union, when liberalizing regulations under perestroika allowed quasi-private commercial activity but chronic cash shortages made ordinary transactions nearly impossible. These trade vouchers filled the gap, functioning as internal scrip redeemable against goods rather than as freely circulating currency.

The Goznak connection is the detail worth noting. Having the state's own security printing establishment produce what amounted to a private commercial token speaks directly to how thoroughly the command economy had lost coherence by 1991 — the infrastructure of the Soviet monetary system was, quite literally, printing its own substitutes.
