The "Not Local" tokens of 1812 emerged from a genuine monetary emergency. The Napoleonic Wars had driven silver hoarding to the point where Royal Mint coinage had effectively vanished from everyday commerce. Private traders and banking houses filled the gap with silver tokens, and Parliament — rather than cracking down — effectively legitimized the practice by requiring that such pieces bear the inscription "Not Local" to distinguish them from official currency and prevent regional monopolies on small change.
Dalton 17 is among the better-documented varieties in this series, attributed to a national rather than regional issuer.
