Motonava Transilvania was one of several Romanian motor-vessel navigation enterprises operating on inland waterways during the postwar nationalization period. These meal or canteen tickets — "tichete" — were issued as internal scrip for workers rather than as public currency, a common practice in Romanian state enterprises of the era when centralized wage control coexisted with company-level provisioning systems. The long date range, nearly two decades, suggests multiple print runs rather than a single issue, though distinguishing between them is difficult without printer's codes.
The watermark is the only security measure, modest even by scrip standards.
