Agathokleia almost certainly ruled as regent following the death of Menander I, issuing coinage in the names of both herself and the young Strato I — a joint authority that is virtually unique among the Indo-Greek dynasts. The bilingual format of these coins, Greek on one face and Kharoshthi on the other, reflects the administrative reality of governing territories deep into the Indian subcontinent, where Hellenic bureaucratic conventions carried little practical weight without a vernacular counterpart.
SNG ANS 987 anchors this type firmly within the sequence established for the Paropamisadae and Gandhara regions. Agathokleia is one of only three women known to have issued coins in their own name among the entire Indo-Greek succession.
