China Construction Bank issued these practice notes specifically for counter staff training — they are not legal tender and were never intended for public circulation. The CCB dramatically expanded its retail branch network in the mid-2000s following its 2005 IPO on the Hong Kong Stock Exchange, one of the largest bank flotations in history at the time, which created an acute demand for trained tellers across hundreds of new locations.

Collector interest is niche but genuine. Because most were used heavily in training rooms and then discarded, survivors in any decent state are harder to find than the print runs would suggest.
