Harsha of Kashmir ruled from 1089 to 1101, and his reign — documented in extraordinary detail by the poet Kalhana in the Rajatarangini — was marked by increasingly erratic behavior, temple desecrations on a systematic scale, and a treasury so depleted that he stripped gold and silver fittings from shrines to fund his military campaigns. Copper coinage proliferated precisely because the precious metal supply had been looted and redirected. Kalhana describes Harsha employing a dedicated officer, the devottapanapati, solely to oversee the plunder of temple wealth.
