Lokroi Epizephyrioi occupied an unusual position among the Greek colonies of southern Italy — founded by Locrians from central Greece around 680 BC, it was among the few cities to maintain a consistent alliance with Syracuse rather than joining the Italic coalitions that repeatedly fractured the region. The staters struck in this quarter-century bracket coincide with the period of Dionysios I and his successors, when Syracusan military dominance over Bruttium made Lokroi's loyalty both politically useful and economically protected.

The city was famously governed under the laws of Zaleukos, reputed to be the earliest written Greek legal code.
