This issue falls within the turbulent decade of Barcid consolidation in Hispania, when Hamilcar Barca and then Hasdrubal his son-in-law were effectively building a Carthaginian state-within-a-state on the Iberian peninsula — one with its own army, its own revenue base, and, critically, its own coinage.
