Licinia Eudoxia was the daughter of the Eastern emperor Theodosius II and was betrothed to Valentinian III as part of a dynastic arrangement cementing cooperation between the two halves of the empire. These solidi struck at Ravenna — by then the Western capital in all but name — reflect a court dependent on Eastern political legitimacy for its survival. The SALVS REI PVBLICAE reverse type had been standard imperial gold coinage since the late fourth century, its continued use here more a matter of institutional inertia than confidence.
