Arcadius ruled the Eastern court in name while real power cycled through a succession of strongmen — Rufinus, then Eutropius, then the empress Eudoxia, then Anthemius. By 403–408 the regime of Anthemius as praetorian prefect was effectively governing while Arcadius withdrew increasingly from public affairs. The mint at Constantinople continued issuing solidi at consistent weight and fineness throughout, the gold supply insulated from the political turbulence that was simultaneously unraveling the West.
