Valens ruled the Eastern Empire as junior co-emperor under his brother Valentinian I, a division of power formalized in 364 AD that would outlast both men as a structural template for late Roman administration. The VOT/V/MVLT/X reverse vow formula places this coin within the first quinquennium of his reign — struck to commemorate five years completed and ten anticipated. Nicomedia, as a principal eastern mint, was heavily active during Valens' tenure precisely because his court moved frequently through Asia Minor under pressure from Gothic incursions across the Danube frontier.
