Struck in 71 AD, the year immediately following the fall of Jerusalem, this issue belongs to a massive Flavian propaganda campaign celebrating the Jewish War. Vespasian needed the victory badly — his claim to the throne rested almost entirely on military success, not hereditary right. The IVDAEA CAPTA and VICTORIA types flooded Roman markets simultaneously, a coordinated output from multiple workshops intended to cement the new dynasty's legitimacy before the Senate and populace alike.

RIC II.1 #224 is a Rome mint product from the first full year of consolidated Flavian rule.
