Struck in 71 AD, the year following Vespasian's consolidation of power after the chaotic Year of the Four Emperors, this sestertius belongs to a tightly defined series celebrating the Flavian dynasty's military legitimacy. The ROMA VICTRIX type was almost certainly tied to the triumph celebrated that summer, when Vespasian and Titus paraded Jewish captives and the spoils of Jerusalem through Rome — the most politically charged spectacle of the new reign.
RIC II.1 196 is a Rome mint issue, part of the extensive reorganization of imperial coinage Vespasian undertook after years of civil war had degraded both output and consistency.
